A lo largo de la mañana y la tarde se celebrarán tres conversaciones. El objetivo es analizar cómo la tecnología ha influido en la gestión pública y qué oportunidades y amenazas plantea para la justicia social y la calidad democrática. Se celebrarán dos mesas redondas:

10:00 - 11:30: Tecnología y democracia en el gobierno de Allende: la experiencia de Cybersyn
Raul Espejo. Presidente de la World Organization of Systems and Cybernetics (WOSC) y director de Syncho Research UK. Experto reconocido en sistemas y cibernética, ha sido profesor en la Universidad de Lincoln (Reino Unido) y académico de la International Academy for Systems and Cybernetic Sciences (IASCYS). Es una de las figuras clave en el desarrollo del pensamiento sistémico y cibernético a escala global.
Carlos Senna. Académico e investigador activo en el campo de la cibernética de segundo orden y la teoría social. Ha escrito sobre democracia, participación y creatividad, explorando cómo los procesos cibernéticos pueden influir en la cultura política y los proyectos colectivos, especialmente en América Latina, incluyendo el papel de Cybersyn en Chile.

12:00 - 13:30: Innovación y buen gobierno: la huella de Pasqual Maragall
Teresa Serra i Majem. Licenciada en informática por la Universidad Autónoma de Barcelona y máster en informática por la Universidad de París. Fue responsable técnica de los sistemas informáticos de la Corporación Metropolitana de Barcelona y técnica superior de informática y organización en el Ayuntamiento de Barcelona durante la alcaldía de Pasqual Maragall.
Andreu Ulied. Doctor en Ingeniería de Caminos, Canales y Puertos por la UPC y máster en Urbanismo por la Universidad de Harvard. Colaborador en asuntos tecnológicos del gobierno de Pasqual Maragall entre 2003 y 2006.

Simona Levi. Activista, dramaturga y experta en tecnopolítica. Fundadora de Xnet, ha liderado iniciativas de transparencia, derechos digitales y democracia en la era digital, y es reconocida internacionalmente por su labor en la defensa de la libertad de información y la innovación democrática.
David Lizoain Bennett. Director general de Análisis y Prospectiva Económica de la Generalitat de Catalunya. Economista formado en Harvard y en la London School of Economics, ha trabajado en el análisis del impacto de la transformación digital y las nuevas tecnologías en la economía y las políticas públicas.

Throughout the morning and afternoon, three discussions will take place. The aim is to analyse how technology has influenced public management and what opportunities and challenges it presents for social justice and democratic quality. Two round tables will be held:

10:00 - 11:30: Technology and democracy in Allende’s government: the Cybersyn experience
Raul Espejo. President of the World Organization of Systems and Cybernetics (WOSC) and Director of Syncho Research UK. A recognised expert in systems and cybernetics, he has been a professor at the University of Lincoln (United Kingdom) and a fellow of the International Academy for Systems and Cybernetic Sciences (IASCYS). He is one of the key figures in the development of systems and cybernetic thinking globally.
Carlos Senna. Academic and active researcher in second-order cybernetics and social theory. He has written on democracy, participation and creativity, exploring how cybernetic processes can influence political culture and collective projects, particularly in Latin America, including the role of Cybersyn in Chile.

12:00 - 13:30: Innovation and good governance: the legacy of Pasqual Maragall
Teresa Serra i Majem. Computer Science graduate from the Autonomous University of Barcelona and holder of a master’s degree in Computer Science from the University of Paris. She served as technical lead for the IT systems of the Metropolitan Corporation of Barcelona and as senior IT and organisational officer at Barcelona City Council during Pasqual Maragall’s tenure as mayor.
Andreu Ulied. PhD in Civil Engineering from UPC and Master in Urban Planning from Harvard University. Collaborator on technological affairs in Pasqual Maragall’s government between 2003 and 2006.

Simona Levi. Activist, playwright and technopolitics expert. Founder of Xnet, she has led initiatives on transparency, digital rights and democracy in the digital age, and is internationally recognised for her work defending freedom of information and democratic innovation.
David Lizoain Bennett. Director General of Economic Analysis and Foresight of the Government of Catalonia. Economist trained at Harvard and the London School of Economics, he has worked on analysing the impact of digital transformation and new technologies on the economy and public policy.
